Phase 01 in short
Planning and feasibility is the first stage of an EPC project: we examine the land, the production requirement, and the budget ceiling before a single design line is drawn. The goal is simple, which is to make the build decision on numbers rather than assumptions. Most factory projects slip not because construction is slow, but because the land turns out to be zoned wrong or the estate cannot supply the electrical load. This phase surfaces those problems while the cost of changing course is still close to zero.
What we do

Verifying land zoning against RTRW and RDTR, including the site’s applicable building coverage, floor area, setback, and green area ratios.

Topographic survey and geotechnical investigation: cone penetration, deep boring, SPT, and CBR testing to determine the foundation type.

Translating production targets into physical requirements: floor area, clear height, floor loading, span width, and lifting equipment needs.

Developing the block plan and material flow, from raw material intake through to finished goods dispatch.

Utility study: available PLN capacity, raw water, gas, wastewater treatment capacity, and road access for 40-foot containers.

Class 4 cost estimate at roughly ±25 per cent accuracy, plus the project master schedule.

Risk register: flooding, soft soil, seismic demand under SNI 1726, site access, and labour availability.

Questions about this phase
- Can feasibility be done before the land is purchased?
- Yes, and it is usually better that way. We are regularly asked to assess two or three candidate sites before a client commits. Zoning checks, estate power capacity, and soil conditions frequently change which site ranks first.
- How accurate is the cost estimate at this stage?
- Around ±25 per cent. That is enough for an investment decision and a budget submission, but not for a contract. The estimate tightens to roughly ±10 per cent once detailed engineering and the bill of quantities are complete in Phase 02.
