The gaps between design, procurement, and build.
An EPC contractor delivers Engineering, Procurement, and Construction under one contract. One party is responsible for design engineering, for buying the materials and equipment, and for building the works through to an operational facility.
The difference from a general contractor only shows when something goes wrong. When design, procurement, and construction sit with different parties, the gaps between them land on the owner. We close those gaps by holding all three.

- What is an EPC contractor?
- An EPC contractor delivers Engineering, Procurement, and Construction under a single contract. One party is responsible for design engineering, for buying the materials and equipment, and for building the works through to an operational facility. The owner deals with one accountable party rather than with a separate consultant, supplier, and builder.
- How is an EPC contractor different from a general contractor?
- A general contractor typically builds to a design prepared by others, so design responsibility stays with the consultant and the owner. An EPC contractor carries design and procurement responsibility as well, so the gap between "the drawings are correct" and "the building works" does not land on the owner. The difference shows most clearly when something goes wrong, because there is no room for parties to point at each other.
- How long does it take to build a factory from empty land?
- For a mid-scale factory or warehouse in Greater Jakarta and the surrounding industrial belt, a reasonable range is roughly 10 to 18 months from feasibility study to handover, with permitting and design running in parallel. The exact figure depends on the foundation type, the complexity of process utilities, and how quickly the local authority issues the PBG. We give a phase-by-phase schedule in Phase 01 rather than a single headline number.
- What does a factory cost per square metre?
- We do not quote a rate per square metre before seeing the project, because the range is too wide to be useful. The biggest cost drivers are the foundation type dictated by soil conditions, clear height and structural span, floor specification, electrical and HVAC capacity, wastewater treatment requirements, and how far the office areas are fitted out. In Phase 01 we give an estimate accurate to roughly ±25 per cent, tightening to around ±10 per cent once detailed engineering and the bill of quantities are complete.
- Does TCC handle the PBG and SLF?
- Yes. Permitting is Phase 03 of our work sequence, covering the PBG building approval, UKL-UPL or AMDAL environmental documents, traffic impact analysis where required, and other technical clearances. The Certificate of Fitness for Occupancy is closed out in Phase 08 together with statutory safety inspections, so the building is legally operable at handover.
