Securing the building approval, environmental documents, and technical clearances the project needs.
Phase 03 in short
Permitting is the single largest source of delay on Indonesian factory projects, and almost always because it was started too late. Since Government Regulation 16 of 2021, the old IMB has been replaced by the PBG building approval, which requires a complete technical design package at the point of submission. We run this phase in parallel with design rather than after it, so the technical documents the permit needs come out of the same design process. At project close, the same track produces the Certificate of Fitness for Occupancy.

Filing the PBG building approval together with the technical design package, which replaced the old IMB under PP 16/2021.

Preparing environmental documents: UKL-UPL for mid-scale projects or a full AMDAL for large ones, through to the Environmental Approval.

Traffic impact analysis (andalalin) for buildings that generate heavy vehicle movements.

Spatial use conformity (KKPR) and business licensing through the OSS-RBA system.

Fire protection clearance from the local fire service.

Coordination with the industrial estate manager: work permits, utility clearances, and estate rules.

Setting up the Certificate of Fitness for Occupancy (SLF) track early, so it does not become a handover bottleneck.

Questions about this phase
- How long does a PBG take to issue?
- It varies by regional authority and document completeness, typically several weeks to several months from the point the submission is accepted as complete. The most common cause of delay is not the authority’s queue, but a technical design package that was not mature enough when filed.
- Can an older building without an IMB be extended?
- The existing building’s status usually has to be resolved first, and the route differs by regional authority. We check that status back in Phase 01 so it does not surface as a surprise after the extension design is finished.
